The core difference between a “Graduate” (often called Provisional) skills assessment and a “Full” skills assessment lies in the scope of the evaluation.

In short: a Graduate assessment typically only validates your Australian qualification, whereas a Full assessment requires a comprehensive review of both your qualifications and your professional work experience.

The Fundamental Differences

FeatureGraduate (Provisional) AssessmentFull (Permanent) Assessment
Primary PurposeSpecifically for the Subclass 485 Temporary Graduate visa.Required for Permanent Residency (PR) and points-tested skilled visas.
What is AssessedYour Australian qualification only. Both your qualifications AND your work experience.
Employment RequirementNot required.Mandatory proof of skilled employment at the required level.
Use for PR/PointsCannot be used for points-tested migration.Valid for Points-Tested Migration (189, 190, 491).

Understanding the Graduate (Provisional) Assessment

This assessment is designed as a “stepping stone” for international students who have recently completed their studies in Australia.

  • Streamlined: Because you have completed an Australian qualification, the assessing authority generally only needs to verify your academic credentials against Australian standards.
  • Limitation: It is “provisional” because it does not confirm you are ready to practice at a skilled level in the workforce; it only confirms your degree is valid for the purposes of the 485 visa. You cannot use this result to claim points for a permanent skilled visa.

Understanding the Full Skills Assessment

This is a rigorous evaluation used by the Department of Home Affairs to determine if you are “job-ready” for the Australian labor market.

  • Dual Focus: You must prove that your education matches Australian standards and that your employment history represents experience at the “skilled” level for your specific ANZSCO occupation.
  • Mandatory for PR: If you are planning to apply for a points-tested visa (like the 189, 190, or 491) or the Direct Entry stream of the 186 visa, a full assessment is mandatory.
  • Duration: These assessments are typically valid for three years (or until the expiry date listed on the outcome letter), and they form the backbone of your visa points claim.

Critical Notes for Your Migration Strategy

  1. Don’t Overpay: Do not apply for a full skills assessment if you only need to meet the requirements for a Subclass 485 visa. It is more expensive and time-consuming.
  2. Upgrade Path: Many assessing authorities (such as VETASSESS) offer a “post-graduate” upgrade. If you have already completed a graduate assessment, you can often apply for an “employment assessment” later to upgrade your result to a full status once you have gained the necessary work experience.
  3. Discretionary Requests: Even if a formal assessment isn’t “mandatory” for your specific visa, the Department of Home Affairs always reserves the right to request one if they have concerns about your documentation, qualifications, or experience.
