When applying for the Subclass 482 Visa (operating under the Skills in Demand framework), a formal skills assessment is not a blanket requirement for every applicant. For most corporate, tech, and professional roles, the Department of Home Affairs skips this step, evaluating your eligibility based strictly on your CV, references, and qualifications.

However, under the “Occupation-Passport” rule, a skills assessment remains completely compulsory if your trade or profession is explicitly flagged, and you hold a passport from a specified country. Failing to submit a positive, valid skills assessment at the time of lodgement for these combinations results in an immediate application refusal.



1. High-Risk Professional Roles (All Passports)

Unlike trade roles, which target specific nationalities, certain professional and administrative occupations mandate a positive skills assessment regardless of your country of passport:

  • Program or Project Administrator (ANZSCO 511112) – Assessed by VETASSESS
  • Specialist Managers nec (ANZSCO 139999) – Assessed by VETASSESS

If an employer nominates you under these codes, you must complete your assessment upfront before submitting your visa application.



2. Mandatory Trade Occupations & Flagged Passports (TRA)

For technical and construction trades overseen by Trades Recognition Australia (TRA), you must hold a successful Temporary Skills Shortage (TSS) assessment if you work in the following occupations and hold a passport from the listed nations:


Hospitality Trades

  • Chef (ANZSCO 351311) & Cook (ANZSCO 351411): Mandatory for passport holders from Bangladesh, Brazil, China, Fiji, Hong Kong, India, Macau, Nepal, Pakistan, Papua New Guinea, Philippines, South Africa, Thailand, Vietnam, and Zimbabwe.
  • Pastrycook (ANZSCO 351112): Mandatory for passport holders from Brazil, China, Fiji, Hong Kong, India, Macau, Philippines, South Africa, Thailand, Vietnam, and Zimbabwe.


Automotive Trades

  • Motor Mechanic / Diesel Motor Mechanic (ANZSCO 321211 / 321212): Mandatory for passport holders from Fiji, Hong Kong, India, Macau, Philippines, South Africa, Thailand, Vietnam, and Zimbabwe.


Construction & Metal Trades

  • Carpenter / Carpenter and Joiner (ANZSCO 331212 / 331211): Mandatory for passport holders from Brazil, Fiji, Hong Kong, India, Macau, Papua New Guinea, Philippines, South Africa, Thailand, Vietnam, and Zimbabwe.
  • Electrician (General / Special Class) (ANZSCO 341111 / 341112): Mandatory for passport holders from Fiji, Hong Kong, India, Macau, Philippines, South Africa, and Vietnam.
  • Welder (First Class) (ANZSCO 322313) & Metal Fabricator (ANZSCO 322311): Mandatory for passport holders from Brazil, China, Fiji, Hong Kong, India, Macau, Philippines, South Africa, Thailand, Vietnam, and Zimbabwe.
  • Fitter (General / Fitter and Turner / Fitter-Welder) (ANZSCO 323211 / 323212 / 323213): Mandatory for passport holders from Brazil, China, Fiji, Hong Kong, India, Macau, Philippines, South Africa, Thailand, Vietnam, and Zimbabwe.



3. Critical Exemptions to the 482 Skills Assessment Rule

Even if your occupation and passport match the high-risk list above, you are legally exempt from undertaking the mandatory skills assessment if you meet any of the following criteria:

The 3-Year Validity Lifeline: If you are required to submit an assessment, ensure it is dated within 3 years prior to the exact day your Subclass 482 visa application is submitted. Outdated assessments are completely void for migration purposes.
