The Mobility Arrangement for Talented Early-professionals Scheme (MATES), processed via the Subclass 403 Visa, has a strict institutional filter. To enter the ballot, you must have completed an eligible Bachelor’s degree or higher from a university listed on the National Institutional Ranking Framework (NIRF) Top 100 Overall List issued by the Indian Ministry of Education.

Failing to match your degree exactly to a Top 100 institution will cause an automatic rejection at the full visa application stage, even if you are randomly selected by the electronic lottery system.

Tiered Allocation Matrix of Premier Eligible Institutions

The Australian Department of Home Affairs specifies educational institutions strictly by name and city/state location. Affiliated or satellite campuses that are not independently part of the top-tier ranking bracket do not qualify.

The institutional framework below categorizes premier eligible universities by their academic specialization fields across India:

The Institutional Eligibility Verification Pipeline

Because your graduation timeline must fall within two years of the open ballot registration cycle, you must audit your academic credentials before submitting your electronic profile.

1.Cross-Reference Your Specific Graduation Year Against the Overall Ranking List: NIRF Audit.

Access the official Ministry of Education ranking logs. Confirm that your alma mater is explicitly listed inside the Top 100 index under the “Overall” category, rather than a narrow regional or subject-specific sub-list.

2.Verify Your Exact Certificate Awarding Location and Branch Name: Campus Check.

Examine the precise text on your final degree certificate. Ensure it matches the main registered institutional entity name. Off-campus processing centers or unaccredited offshore corporate campuses do not clear the identity check.

3.Map Your Degree Curriculum Directly to the 7 Specified Industry Sectors: Syllabus Link.

Your qualification must directly relate to one of the following fields: Renewable Energy, Mining, Engineering, ICT, Artificial Intelligence, FinTech, or AgriTech. Keep copies of your official course outlines to demonstrate this sector alignment.

4.Submit Your ImmiAccount Entry Forms Along with Verified Identity Details: Lodge Ballot.

Once you confirm your institutional status, upload your valid Indian Passport and PAN card data into the Department of Home Affairs pre-application portal. Settle the non-refundable registration fee to lock in your place for the upcoming selection pool.

The Affiliation Exclusion Rule: The Department of Home Affairs explicitly enforces the affiliation exclusion rule. If you graduated from a local college that is loosely affiliated with a major top-tier university, but your specific local campus is not independently listed inside the NIRF Top 100 Overall tier, you are legally ineligible to register. Submitting a ballot using a parent university name to mask an ineligible branch campus will result in a visa refusal for providing misleading information.
